ANNEX 3 CONDITIONS ATTACHED AFTER A HEARING BY THE LICENSING AUTHORITY
The Licensed Premises as shown edged red on the attached Plan (referred to in these conditions as “the Licensed Premises”) may be open to members of the public between the following hours:-
Monday - Wednesday 11.00 a.m. - 12.00 Midnight
Thursday 11.00 a.m. - 01.30 a.m.
Friday - Saturday 11.00 a.m. - 01.30 a.m.
Sunday 11.00 a.m. - 12.00 Midnight
Seasonal Variations
24th December 11.00 a.m. until 02.30 a.m. the following day.
31st December 11.00 a.m. until 04.30 a.m. the following day.
The following licensable activities are permitted to take place on the Licensed Premises between the following hours:-
a) The Supply of Alcohol
Sunday - Wednesday 11.00 a.m. - 23.30 p.m.
Thursday 11.00 a.m. - 01.00 a.m.
Friday - Saturday 11.00 a.m. - 01.00 a.m.
b) Live Music
c) Recorded Music
d) Facilities for Dancing
e) Facilities for Entertainment of a similar description to categories b) and c) above
Sunday - Wednesday 11.00 a.m. - 23.30 p.m.
Thursday 11.00 a.m. - 00.30 a.m.
Friday - Saturday 11.00 a.m. - 01.30 a.m.
Seasonal Variations for all licensable activities in categories a) to e) inclusive
24th December 11.00 a.m. until 02.00 a.m. the following day.
31st December 11.00 a.m. until 4.00 a.m. the following day.
All bar staff employed in the Licensed Premises shall be trained to ensure compliance with licensing legislation, licensing regulations and the conditions of this licence.
At all times whilst alcohol is being supplied from the outlets marked blue on the attached Plan, a Club Steward will supervise the outlets to ensure that:-
a) Alcohol is not obtained by anyone under the age of 18 years.
b) Public order in the Licensed Premises is not compromised by the excessive consumption of alcohol by any spectators.
c) All legislation and regulations governing the supply of alcohol in football grounds is observed.
Alcohol shall not be supplied from any of the outlets marked blue on the plan other than during the following periods:-
a) Not more than 60 minutes prior to the commencement of any football match.
b) During the course of any football match.
c) During the half-time interval in the course of any football match.
A CCTV system shall be operated at the Licensed Premises to the satisfaction of Lancashire Constabulary. The images recorded on the CCTV system shall be retained in an unedited form for a period of 28 days.
The Licence Holder and/or the Designated Premises Supervisor or a person nominated by them shall be a member of and regularly attend at the meetings of the Pub Watch Scheme for the Hyndburn Area.
No drink will be supplied from any of the outlets marked blue on the plan in either glass bottles or in any other vessel or container made of glass. Any drink so supplied will be either served in a bottle which is not made of glass or alternatively will be decantered into a container or vessel made from non splintering plastic or paper before being given to the customer.
Noise from music and associated sources (including DJs and amplified voices) generated inside the Clubhouse on the premises shall not be audible at the boundary of any neighbouring residential premises at any time.
No music or announcements (other than announcements made in an emergency or in any case of urgency or otherwise made for the purposes of ensuring the health and/or safety of any person) shall be broadcast over the public address system on the Licensed Premises other than during the following periods:-
a) 45 minutes prior to the commencement of any football match; or,
b) During the course of any football match (including the half-time interval).
All external doors and windows shall be kept closed when regulated entertainment is being provided except in the case of emergency or to facilitate immediate access and egress.
The Licence Holder or its representative shall conduct regular assessments of the noise coming from the premises on every occasion that the premises are used for regulated entertainment and shall take steps to reduce the level of noise where it is likely to cause a disturbance to local residents. A written record shall be made of those assessments in a log book kept for that purpose and shall include the time and date of the checks, the person making them and the results including any remedial action.
No alcoholic drink shall be taken in an unsealed container into the car parking area shown edged green on the attached Plan.
The Licensed Taxi Firms that advertise on the Licensed Premises will be asked by the Licence Holder to collect passengers from the Licensed Premises in such a manner as to minimise disturbance to the occupants of neighbouring residential premises.
There shall be placed at all exits from the Licensed Premises in a place where they can be seen and easily read by the public, notices requiring customers to leave the premises and the car parks in a quiet manner.
Arrangements must be put in place to ensure that all deliveries and collections of waste do not occur between the hours of 18.00 hours and 07.00 hours. Where access for any such purpose is unavoidably required during the said period, the Designated Premises Supervisor or an appointed member of staff shall ensure that the delivery or collection is conducted in such a manner as to minimise the creation of noise.
Waste and bottles shall not be moved on the Licensed Premises between 18.00 hours and 08.00 hours.
Persons who appear to be under the age of 21 years shall be required to produce proof of age by way of one of the following:-
a) A recognised proof of age scheme accredited under the British retail Consortiums Proof of Age Scheme (PASS).
b) Photo Driving Licence.
c) Passport.
d) Citizen Card supported by the Home Office.
e) Official ID Card issued by HM Forces or the European Union bearing a photograph and
the date of birth of the holder.
