ANNEX 2 - CONDITIONS CONSISTENT WITH THE OPERATING SCHEDULE
There will be a zero tollerence drugs policy to a standard referred to in Safer Clubbing and Paragraph 7.61 Statutory Guidance to the Licensing Act 2003
There will be no irresponsible drinks promotion that would contravene the British Beer and Pub Accociation code of practice on point of sale promotions
An accident book shall be maintained at the premises
An adequate first aid kit shall be maintained and available
All fire extinguishers, fire blankets shall be maintained and inspected at least annually
Fire action notices shall be prominently displayed
There will be a mood change in music during a 'wind down' and dispersal policy
All windows and doors will be closed when necessary to prevent noise nuisance
Persons who appear to be under the age of 21 years shall be required to produce proof of age by way of one of the following:
- A recognised proof of age card accredited under the British Retail Consortiums Proof of Age Standards Scheme (PASS)
- Photo driving licence
- Passport
- Citizen card supported by the Home Office
- Official ID card issued by HM Forces or European Union bearing a photograph and birth of the holder
All staff involved in the sale of alcohol shall receive proof of age training
No person under the age of 18 years will be allowed to enter or remain in the premises unless accompanied by a person of 18 years or older
The licence holder and/or the designated premises supervisor or a person nominated by them shall be a member of and regularly attend at the meetings of the Pub and Club Watch schemes for the area within which the premises is located.
A CCTV system shall be operated at the premises to the satisfaction of Lancashire Constabulary and shall be used to record during all hours that the premises are open to the public and images shall be provided to the police upon demand.
There shall be smoke and heat detectors installed
There shall be inspection of the Gas and Electric systems by a qualified engineer at the inteval recommended or required by current Regulation or British Standard
There shall be sign displayed stating that no drink shall be removed from the premises in an unsealed container.
There shall be emergency lighting audits
All public areas shall be cleared of used glassware on a regular basis
All entrances / exits including emergency exits shall bekept clear and unobstructed at all times.
All external doors shall be closed after 2300 hours except for immediate access / egress
There shall be placed at all exits from the premises in a place where they can be seen and easily read by the public, notices requiring customers to leave the premises and the area quietly.
There shall be ongoing liaison with neighbours relating to noise levels
The DPS or competent person directed by them shall conduct a boundary audit to ensure that no noise is heard at the nearest noise sensitive premises, particularly during regulated entertainment
No bottles / bins / refuse shall be emptied or collected between 2100 and 0900 hours
Signs shall be displayed requiring supervision of children by accompanying adult.
