ANNEX 2 CONDITIONS IMPOSED BY VIRTUE OF BEING CONSISTENT WITH THE OPERATING SCHEDULE

A CCTV system shall be installed, maintained and operated at the premises to the satisfaction of Lancashire Constabulary and shall be used to record during all hours that the premises are open to the public unless technically defective.
Where the recording is on a removable medium (i.e. videotape, compact disc, flash card etc.), a secure storage system to store those recording mediums shall be provided. Images shall be retained for at least 28 days and shall be given to the Police or Licensing Authority upon demand.
A notice or notices shall be displayed in and at the entrance to the premises where they can be clearly seen and read and shall indicate that it is unlawful for persons under 18 to purchase alcohol or for any person to purchase alcohol on behalf of a person under 18 years of age.
The premises shall have a panic button alarm system fitted and maintained to alert the emergency services in case of emergency.
No commercial deliveries to the premises shall take place outside the hours the premises are open to the public to preclude noise nuisance being caused by delivery vehicles.
All staff involved in licensable activities shall receive training in relation to avoiding under age sales.
There shall be cash registers at the premises which incorporate an electronic till prompt in order to prevent under age sales.
Persons who appear to be under the age of [18/21] years shall be required to produce proof of age by way of one of the following:
- A recognised proof of age card accredited under the British Retail Consortiums Proof of Age Standards Scheme (PASS)
- Photo driving licence
- Passport
- Citizen card supported by the Home Office
- Official ID card issued by HM Forces or European Union Member State bearing a photograph and birth date of the holder.
A written record shall be maintained of all sales refusals.
