ANNEX 2 - CONDITIONS IMPOSED IN ACCORDANCE WITH THE OPERATING SCHEDULE & UNDER PARAGRAPH 6(6) & 6(8) SCHEDULE 8 LICENSING ACT 2003.
General
All staff involved in sales will be at least 18 years of age and will receive training to promote the licensing objectives. All training will be documented and records will be made available on request to Blackburn Police or any other authorised officer.
The prevention of crime and disorder
The premises will be operated in participation with the local pub watch scheme, where such scheme is operated, and the designated premises or his/her representative shall regularly attend any meetings.
CCTV shall be installed at the premises. Said CCTV shall comply with the following criteria -
The system shall display on all recordings the correct time and date of recording
The system shall be in operation at all times that the premises are open to the
public
The images will be held for a minimum of 21 days after they are recorded
Images will be made available upon demand to Lancashire Constabulary or any
other authorised officer
A member of staff who is conversant with the operation of the CCTV will be on duty at all times that the premises are open to the public in order that any images requested by Lancashire Constabulary or any other authorised officer can be provided to them with the minimum of delay.
The licence holder shall close the premises upon police request at certain times upon the occasion of a local football match without the requirement for a closure order.
Persons who persistently cause a disturbance before or after entry shall be barred from the premises.
The prevention of public nuisance
The grounds of the premises shall be kept tidy and the condition of the grounds shall not become a nuisance.
There shall be placed at all exits from the premises in a place where they can be seen and easily read by the public, notices requiring customers to leave the premises and the area quietly.
All external lighting and signage shall be extinguished at midnight.
The protection of children from harm
There shall be a challenge 21 policy in operation at the premises whereby any individual who appears to be under the age of 21 years shall be required to produce proof that they are at least 18 years by way of one the following form of identification -
A PASS accredited proof of age card
Photo card driving licence
Passport
Citizen card supported by the Home Office
Official ID card issued by HM forces or European Union bearing a photograph and
birth of holder
Any other form of identification agreed with a representative of Lancashire
Constabulary
All staff shall receive training in relation to the challenge 21 policy and such training will be documented and made available for inspection upon demand by Lancashire Constabulary or any authorised officer.
No person under the age of 16 years shall be allowed to enter or remain on the premises after 22.00 hours unless attending pre-arranged private function.
