Annex 2 - Conditions consistent with the Operating Schedule
General
1. Under commencement of their employment, all staff will be trained in relation to
the licensing objectives so as to reduce crime and disorder, promote public
safety, prevent public nuisance and promote the protection of children. All
training must be documented and made available to an authorized officer on
request.
Prevention of Crime and Disorder
1. The premises licence holder shall operate and maintain a CCTV system which
shall be recording continually during all times licensable activities are taking
place at the premises and comply as follows:
a. The system shall cover as a minimum all entrances and exits of the premises
and service counter.
b. The focus of the cameras shall be so as to enable clear identification of
persons on the premises.
c. The system will be capable of time and date stamping recordings and
retaining said recordings for at least 28 days.
d. A staff member who is conversant with the operation of the system shall be on
the premises at all times they are open to the public. This staff member shall be
able to show & download for a Responsible Authority Officer data or footage.
e. The Premises Licence holder shall inspect the CCTV system at least once a
month to ensure it is working in accordance with the above. conditions. Date
and time of the inspections shall be recorded in a register which shall be made
available to the Responsible Authorities on request.
2. There shall be a recorded system in place whereupon regular checks are
conducted on both male and female toilets.
3. The premises shall have a written drugs policy which shall determine what steps
the premises shall undertake to minimise the possession and use of controlled
drugs within the premises along with the storage and safe disposal of any found,
confiscated, and surrendered drugs. The policy shall be reviewed at least once
per annum and made available to the Responsible Authorities on request.
4. Public notices shall be displayed advising that improper and aggressive
behaviour and the use of abusive language towards staff will not be tolerated on
the premises.
5. An incident book shall be kept and maintained on the premises which shall be made
available to the Responsible Authorities for inspection on request. It shall include the
following:
a. Any refusal of service
b. Any violence or disorder on or immediately outside the premises
c. Any incident involving controlled drugs on the premises
d. Any other crime or criminal activity
e. Any call for Police assistance
f. Any first aid or other care given to a customer
Public Safety
1. Refuse such as bottles shall be disposed of from the premises at a time when it
is unlikely to cause a disturbance to residents in the vicinity of the premises.
Prevention of Public Nuisance
1. Doors and windows shall be kept closed when regulated entertainment takes
place, except for access and egress.
2. Deliveries must not take place to the premises between 21:00 and 07:00
3. Notices shall be displayed at all public exits advising customers to leave the
premises and area quietly.
Protection of Children from Harm
1. Check 25 Age Verification Policy shall be operated at the premises. The policy
shall be documented in writing, actively promoted, and advertised at the
premises with suitable signage in place. The policy shall require any person who
attempts to purchase alcohol, who appears to be under 25 years of age, to
provide an acceptable identification document to prove that they are 18 years of
age or over. A failure to provide such a document shall result in the sale of
alcohol being refused, all refusals shall be recorded. For the purpose of this
condition, an acceptable identification document means:
a) a PASS-approved, proof of age card,
b) a UK photographic driving licence,
c) citizen card supported by the Home Office,
d) official ID card issued by HM Forces
e) A passport, or
f) Any electronic or biometric age verification technology approved by the
licensing authority.
2. The premises shall maintain a register of refusals to record details of incidents
where a member of staff has refused to sell alcohol to a person, and it shall be
available for inspection by the Police and authorised officers on request.
