Conditions Consistent with the Operating Schedule
The premises will have installed and maintained a digital CCTV system
The CCTV system must have sufficient hard drive storage capacity to store footage for a minimum of 31 days
The CCTV system must be capable of obtaining clear facial recognition images and a clear head and shoulders image of every person entering or leaving the premises at each exit and entrance point.
A CCTV log must be completed on a weekly basis to record all elements of the CCTV system. The system must be maintained in good working order and must show the recordings and the correct date and time stamp.
Only nominated staff will be trained in the operation of the CCTV system to ensure rapid data retrieval & downloads of footage can be provided to the Police and Local Authority Officer upon reasonable request and in accordance with the Data Protection Act.
CCTV must be continually recording during licensable hours.
In the event of a failure of the CCTV system for any reason, a record of the failure must be recorded in the premises log and immediate steps must be made to rectify the problem
A minimum of one external CCTV cameras must be fitted to the front of the premises.
An incident log must be kept at the premises. Log records must be retained for a period of 12 months for the date the incident occurred. The incident log must be made available on request to an 'authorised person' (as defined by section 13 of the Licensing Act 2003), an authorised Trading Standards officer or the police, and must record the following;
(a) All crimes reported to the premises (where relevant to the licensing objectives)
(b) Any incidents of disorder relating to customers
The premises licence holder must ensure that all staff receive training in recognising the signs of drunkenness, refusing sales when required by law and compliance with the licensing conditions.
When the designated supervisor is not on duty, a contact telephone number must be available at all times
All spirits must be stored and sold behind the counter
Roller shutters must be installed internally at the front of the premises and a steel security door at the rear.
Alcohol refusal policies must be displayed at the entrance of the premises and the pint of display and point of sale.
Prominent clear and legible signage must be displayed at all exits to the premises requesting the public to respect the needs of local residents and leave the premises and the area quickly and quietly.
Deliveries to the premises must be conducted in a time and manner that will not cause a nuisance to occupiers of any properties surrounding the delivery address
A written register of refusals will be kept including a description of the people who have been unable to provide required identification to prove their age. Such records must be kept for a period of 1 months and will be collected by the designated premises supervisor and produced to the police or an authorised officer (as defined by section 13 of the Licensing Act 2003) or an authorised trading standards officer on demand.
Signs must be displayed on the premises warning adults about the law relating to buying alcohol for children.
Staff must monitor the outside area via the CCTV system to identify any potential proxy purchasing concerns.
A 'Challenge 25' Policy must be adopted and enforced at the premises whereby any person who appears to be under the age of 25 years shall be required to produce proof of age by way of the following:
A recognised proof of age card accredited under the British Retail Consortium Proof of Age Standards Scheme (PASS)
UK Photo driving licence
Passport
Citizen card supported by the Home Office
Official ID card issued by HM Forces or European Union Member State bearing a photograph and birth date of the holder.
All staff involved in the sale, supply or provision of alcohol must be trained in relation to the 'Challenge 25' Policy upon commencement of their employment, following which they must take refresher training at least once every 12 months. Said training must be documented and made available to an authorised officer upon request.
'Challenge 25' posters must be displayed and must be visible at the entrance to the premises and from the point of sale of alcohol.
