ANNEX 2 - CONDITIONS IMPOSED IN ACCORDANCE WITH THE OPERATING SCHEDULE & UNDER PARAGRAPH 6(6) & 6(8) SCHEDULE 8 LICENSING ACT 2003
SIA trained door staff are employed at weekends with 6 present on a Friday night and 7 present on a Saturday night. They shall control the capacity on the premises and the orderly conduct of the customers when arriving at or leaving the premises. They shall prevent any patron leaving the premises with glass bottles.
Searching procedures shall be in place.
There shall be a zero tolerance drugs policy in operation referred to in Paragraph 7.61 to 7.64 Statutory Guidance to the Act and Safer Clubbing publication
Any person suspected of drug abuse shall be removed from the premises and the Police informed immediately
An incident log book shall be maintained in which shall be recorded all incidents of any nature, and that book shall be available upon request of a Police Constable or Officer of the Licensing Authority
The licence holder and/or the designated premises supervisor or a person nominated by them shall be a member of and regularly attend at the meetings of the Pub and Club Watch schemes for the area within which the premises is located.
Persons who appear to be under the age of 18 years shall be required to produce proof of age by way of one of the following:
- A recognised proof of age card accredited under the British Retail Consortiums Proof of Age Standards Scheme (PASS)
- Photo driving licence
- Passport
- Citizen card supported by the Home Office
- Official ID card issued by HM Forces or European Union bearing a photograph and birth of the holder
The Premises licence holder and the designated premises supervisor shall at all times comply with the Portman Group Code of Practice and with the requirements or recommendations of any Portman Group Retailer Alert Bulletin
There shall be no irresponsible drinks promotions which would contravene the British Beer and Pub Association Code of Practice on Point of Sales Promotions
All drinking vessels used on the premises shall be toughened glass
There shall be maintained on the premises at all times an adequate and appropriate supply of first aid equipment and materials.
All staff shall be trained in evacuation procedures including the evacuation of disabled customers
When disabled persons are present on the premises there shall be in place arrangements for their safe evacuation in the case of an emergency or other reason. Details of those arrangements shall be recorded in writing and all staff employed on the premises shall be aware of those arrangements.
Before the premises are opened for the purposes authorised by the licence an inspection shall be carried out to ensure that the premises are safe for use. Details of the inspection, defects discovered and remedial action taken shall be recorded in writing in a logbook kept for that purpose. That logbook shall be made available for inspection on demand to an Authorised Officer of the Council, a Fire Officer or a Police Constable.
There shall be free drinking water available at all times
All external doors and windows shall be kept closed when regulated entertainment is being provided except in the event of an emergency or to facilitate immediate access or egress.
Door staff shall assist patrons leaving and encourage them to do so in a quiet and orderly manner
The preemises shall be equipped with a CCTV system which will provide comprehensive cover of the entrance/exit on Willow Street (external camera) the internal foyer, stairways, bar areas, dance floors and emergency exits
The system shall be fully maintained and the images recorded by the CCTV system shall be retained in unedited form for a period of not less than 28 days. Cameras must be switched on and operational prior to licensable activity taking place and a dedicated member of staff shall be responsible for the operation of the system
The CCTV system shall be made available for inspection and compliance with this licence at any reasonable time
An experienced personal licence holder will be on the premises at all times that the premises are open to the public to oversee the general management of the premises and to ensure that all the licence conditions are complied with
thirty minutes prior to the terminal time for the sale of alcohol, music shall be played at a lower tempoand volume
A notice shall be displayed advising patrons of the condition of entry and search policy
Any person who appears to be drunk shall be refused entry to the premises
No person shall be allowed to enter or re-enter the premises within 30 minutes of the terminal time for the sale of alcohol
A procedure which counts, monitors and records the exact number of patrons on the premises at any given time shall be maintained and available for inspection by the police or an authorised officer of the Licensing Authority
The total capacity limit of the premises shall not exceed 500 persons including staff
The licence holder shall comply with the challenge 21 policy in relation to its entrance policy Persons who appear to be under the age of 21 years shall be required to produce proof of age by way of one of the following:
- A recognised proof of age card accredited under the British Retail Consortiums Proof of Age Standards Scheme (PASS)
- Photo driving licence
- Passport
- Citizen card supported by the Home Office
- Official ID card issued by HM Forces or European Union bearing a photograph and birth of the holder
or shall be refused entry except on specifically organised nights that a childrens disco is held. No alcohol shall be sold or supplied on these occasions
Any person thought to have consumed alcohol will be refused entry to the childrens disco
A membership scheme will be implemented to ensure that any child previously refused entry to the childrens disco will not be re-admitted
The premises will close for 30 minutes at the end of the childrens disco prior to the premises re-opening for the admittance of adults
All conditions of the existing Public Entertainment Licence transferred
